Ever since the National Flood Insurance Program was created in 1968, the federal program has struggled to find the sweet spot of how much to charge for the coverage.
If premiums are too low, the taxpayers, including those who don’t live in flood-prone areas, make up the difference when a hurricane or other major natural disaster hits and the cost of claims exceeds what NFIP has in reserve.

Qualifying opened Wednesday for municipal, parish, state and federal offices in Madison Parish, with candidates filing paperwork on the first day of the qualifying period.
The information remains unofficial until qualifying closes at the end of business Friday, Feb. 13. Two days remain for candidates to file.
In the City of Tallulah, three Democrats qualified for mayor: Arthur R. Lee, Gloria Owens Hayden and Kendrell Robinson.
Donnell Rose qualified for chief of police.

One of the strange things about mass media is that you deal in masses of people. Every week we have multiple obituaries in our newspapers. Each of the deceased leaves behind a wake in the water of humanity, touching other lives in innumerable and profound ways.
Our God creates so many people and yet each person is unique and precious. It is mind boggling, but that’s simply the way it is. Our job at the newspaper is to chronicle their passing. We cannot begin to fully express the magnitude of their journey.

Qualifying has opened for several municipal and local offices in Madison Parish.
Voters will elect one candidate for Public Service Commission District 5 from the Democratic Party and one candidate for Public Service Commission District 5 from the Republican Party.
One Justice of the Peace will be elected to serve Districts 1 and 3.
In the City of Tallulah, voters will elect a mayor and a chief of police.

Rep. Ryan Bourriaque is pushing to fix the state’s roads and bridges.
BATON ROUGE—State officials say they will prioritize maintenance projects, especially on rural roads and bridges, as they seek to reduce an estimated $19 billion backlog in highway projects.
They also are counting on the Office of Louisiana Highway Construction, an entity created by the Legislature last year, to speed up the contracting process.

In a sure sign that spring is not far behind, the first purple martins of the year have been spotted in Mississippi.
The birds were seen on Jan. 31 in Gautier, Mississippi, by a purple martin enthusiast – one of many throughout the eastern and central United States who track and report on the birds’ annual migration on behalf of the Purple Martin Conservation Association (PMCA). The migration of these unique birds can be reported and tracked through a community science project called the Scout-Arrival Study.

Rapides Parish – The Louisiana State Police has issued a Silver Alert on behalf of the Alexandria Police Department for 84-year-old Meritt Scott Pilcher IV. He was last seen on Tuesday, February 3, 2026, at approximately 12:00 p.m. at 1587 North Bolton Avenue in Alexandria. LSP received the request to issue the alert at approximately 12:38 p.m. on February 5, 2026.
Pilcher is a white male with grey hair and blue eyes. He is approximately 5’10” tall and weighs about 200 pounds. Pilcher suffers from a medical condition that may impair his judgment.

A truck hit the Tallulah Water Service building on Thursday, Feb. 5, causing damage that forced the office to close for several days, according to officials.
The office will be closed for the remainder of Thursday and all day Friday. It is scheduled to reopen Monday, Feb. 9, at 10 a.m. Water payments will be accepted only through the side window. The lobby will remain closed while repairs are made.

William Michael “Mike” Foster, 81, of Talla Bena, Louisiana, was born September 8, 1944, in Tallulah, Louisiana, to Horace Milton and Lola Beatrice (Arnold) Foster. He died at St. Dominic’s Hospital in Jackson, Mississippi, on January 29, 2026.

Three southern states slammed by a winter storm in late January will receive expedited federal funding to help with recovery efforts.
The Federal Emergency Management Agency said it has approved just over $11 million to support Mississippi, Tennessee and Louisiana. The money can reimburse the states for measures already taken and sustain response operations, a news release said.
FEMA approved $3.75 million for Mississippi and another $3.75 million for Tennessee. Louisiana was approved for $3.79 million.

Maybe there’s something to this notion that weather extremes are getting greater. We had record breaking high temperatures in December and record breaking low temperatures in January.
January 31 beat the all-time low for that day by one degree. This year’s low was 16 degrees, lower by one degree than January 31, 1966. The high that day this year was 28 degrees, a whopping five degrees lower than the January 31, 1996 high of 33 degrees. And the wind was blowing at 25 knots. Brrr!

The US Route 80 West bridge over Panola Bayou in Madison Parish has been closed due to major damage, according to parish and state officials.
Madison Parish Sheriff Chad Ezell first announced the closure by the Louisiana Department of Transportation and Development (DOTD) on Tuesday, Feb. 3. The bridge is located 1.3 miles west of US 65 and just past the Louisiana Transitional Center for Women.
