Call to Order: Mayor Preston Walker, Establish a Quorum, Open with a silent prayer.
Roll Call: Mayor Walker, X Councilwoman Margaret Leoty X,
Councilmen Walter Cobb X, Curt Collins Absent. Clerk Gen Ellis X.

Guest: Mr. James "Bobby" Eaker
Open Discussion on Agenda. Mayor Walker introduced Mr. Eaker who requested his father, <M
Motion to approve/amend the minutes from the previous meeting December 16, 2025, was made by Councilman Walter Cobb, seconded by Councilman Margaret Leoty. Motion Carried.
Motion to approve/amend the Financial Statements as paid for the month of December 2025, was made by Councilman Walter Cobb, seconded by Councilman Margaret Leoty. Motion Carried.
Old Business:
1) Mayor Walker reported the reflectors have been installed by DOTD.
New Business:
1) After a discussion on the lift pump at 95A Marianna Street; a motion to proceed with the construction of the Lift Pump Station located at 95A Marianna St. was made by Councilman Walter Cobb, seconded by Councilwoman Margaret Leoty.
Motion Carried.
2) Councilwoman Margaret Leoty reported she has contacted Entergy to repair 2 streetlights on Claudine Street.
3) The Mayor and Council will do some research on Mr. James
'Bobby' Eaker's request to recognize Past Mayor Bill Eaker in some form.
There being no further business, motion to adjourn was made by Councilwoman Margaret Leoty, seconded by Councilman Walter Cobb. Motion Carried.
The NEXT regularly scheduled meeting of the Mayor and Council of the Village of Richmond will be held on Tuesday, February 17,2026, at 598 Wood Street at 5:30 P.M.
