President Rev.Eddie Fountain called the Regular Board Meeting of the Madison Parish School Board to order on Monday, October 20, 2025, at 5:30 p.m. at the Madison Parish Training Center (Board Meeting Room), 600 Bayou Drive, Tallulah, Louisiana by asking for a moment of silent prayer. The audience recited the Pledge of Allegiance.

On motion of Ms. Hargrave and seconded by Ms. Hamilton to adopt agenda with the motion to move item (j) Conduct appeal of student disciplinary matter. This item may be heard in Executive Session pursuant to La. R.S. 42:17(A)(7) to be last on the agenda. The board approved to adopt the agenda. Motion carried.
On motion of Ms. Hamilton and seconded by Mr. Patterson to approve item (b) Approve the bills for payment. Motion carried.
On motion of Mrs.Gultery and seconded by Mr. Patterson the board approved item (c) Approve the minutes of Public Hearing/ Regular Board Meeting of September 15,2025 and Special Board Meeting October 2, 2025. Motion carried.
On motion of Mr. Patterson and seconded by Mrs. Gultery the board voted to table item (d)Discuss /Consider to approve the Student Handbook 2025-2026 until November. Motion carried.
On motion of Mrs. Crawford and seconded by Ms. Hamilton the board approved item (e) Adopt resolution providing for the issuance of not to exceed 2,500,000 Revenue Anticipation Notes. Motion carried.
On motion of Mrs. Crawford and seconded Mrs. Hargrave the board approved item (f)Consider a motion to adopt a resolution withdrawing Education Excellence Funds from the MPSD account with the State Treasury. Motion carried.
On motion of Mrs. Gultery and seconded by Mr. Patterson to approve item (g) Consider approval of one-time stipend, in accordance with directives of the LDOE to the employees eligible that were employed on October 1, 2025, to be disbursed on October 31, 2025. Motion carried.
On motion of Ms. Hamilton and seconded by Mrs. Gultery the board approved item (h)Consider to approve Senior Trip to Orlando Florida April 29 - May 2,2026 all cost to be paid by students. Motion carried.
On motion of Mrs. Hargrave and seconded by Mr. Patterson to consider item (i) Consider to call a Special Board Meeting for November 10,2025 for the Ad Valorem Tax. Motion carried.
The board discussed item (j) Allow Fiscal Administrator to receive Board input on the following items:
Athletic Stipends
Item (k) Received update from Fiscal Administrator, Mrs. D. Finlay. She spoke about the repayments of money borrowed from school food service account in 2024-2025. The first quarter payments have been made to the school food service fund in the amount of $25,000 on July 25, August 29th and October 1st, 2025.
On motion of Mrs. Gultery and seconded by Mrs. Hargrave the board approved item (l)Conduct appeal of student disciplinary matter. This item may be heard in Executive Session pursuant to La. R.S. 42:17(A)(7). Motion carried.
On motion of Mrs. Crawford to affirm the decision of committee. Motion died.
