Tuesday, February 17, 2026, 5:30 PM
Call to Order, Mayor Preston Walker, Establish a quorum. Silent Prayer, Pledge of Allegiance.
Roll Call: Mayor Walker X, Councilwoman Margaret Leoty X, Councilmen: Walter Cobb X, Curt Collins X. Village Clerk Gen Ellis X. Christy Hodge Absent.
Guests: Mr. James “Bobby” Eaker
Open discussion on Agenda. Mayor Walker introduced Mr. Eaker who spoke to the group and approved of the suggested recognition by the Village for Mr. Billy Eaker.
Motion to approve the minutes from the previous meeting was made by Councilwoman Margaret Leoty, seconded by Councilman Curt Collins. Motion Carried.
Motion to approve the Financial Statements as paid for month of January 2026, was made by Councilman Curt Collins, seconded by Councilman Walter Cobb. Motion Carried.
After a discussion, it was decided to table the Eaker Project as suggested until further review.
Mayor Walker informed the group that the Ballfield sound system has been resolved.
After a discussion of the use of the FY 2025-2026 Grant, it was decided to utilize it for a Mosquito Machine and Resolution was read as follows:
RESOLUTION #1
THEREFORE, LET IT BE RESOLVED: by the Mayor and Council of the Village of Richmond, Madison Parish, Louisiana, who do hereby give their full support applying for the FY 2025-2026 monies to be used for a Truck mounted Mosquito Machine with Cab Control and Accessories.
BE IT THEREFORE AGREED: by motion by Councilwoman Margaret Leoty, seconded by Councilman Walter Cobb.
VOTE: YEAS 3, NAYS 0, ABSENT 0. Motion was carried on this day the 17th of February 2026.
No action was taken on purchase of Quick Books or Quicken.
Motion to adjourn was made by Councilman Margaret Leoty, second by Councilman Walter Cobb. Motion Carried.
