Regular Council Meeting
City of Tallulah
July 10, 2025
A regular council meeting of the Mayor and City Council was held on Thursday, July 10, 2025 at 5:30 P. M., in the Council Room Chamber of Tallulah City Hall.
Mayor Pro Tem Marjorie Day called the meeting to order, led the Pledge of Allegiance, and prayer was led by Councilman Wells.

Public Commits on the Agenda:
Councilman Wells asked if the presentation to Mr. Joe Stroughter could be moved up to accommodate Mr. Stroughter.
Proclamation was presented to Mr. Joe Stroughter for his 32 years of Gospel singing in Madison Parish, Northeast Louisiana and through out the station and nation.
Approval of Change Order #2 for Tallulah LCDBG LLOP Parks Project made by Councilperson Houston and seconded by Councilperson Scott. Councilperson Wells made objections to the approval of the Change Order during discussion of this item.

At this juncture, Councilperson Wells asked to add two items to the agenda:
The first item was to add the termination of the Pamela Grady, City Attorney, Gerald Odom City Clerk and Yvonne Lewis Administrative Assistant. Councilperson Wells’ motion was seconded by Councilperson Harris. A roll call vote was taken and there were three nays (Scott, Houston and Day). As the motion needed a unanimous vote, the motion failed
The second item was to have an Investigative Audit conducted on the City finances. Councilperson Well’s motion was seconded by Councilperson Harris. A roll call vote was taken and there were three nays (Scott, Houston and Day). As the motion needed a unanimous vote, the motion failed.
Motion to Table the Approval of the Minutes of the June 25, 2025 regular meeting, pending corrections, was made by Councilperson Scott and seconded by Councilperson Harris. The motion carried unanimously.
Motion to enter Public Hearing for the Amendment to Section 12-1751(A) “Revised” General Curfew Ordinance for the Municipal Code of Ordinances for Tallulah made by Councilperson Houston and seconded by Councilperson Wells. The motion carried unanimously.
In Public Hearing the Council heard from Police Chief Buster McCoy on why he was not in favor of amending the current ordinance. The Council directed questions to the Police Chief and also stated their perspective of the proposed ordinance amendment. Citizens from the Community (J. Jackson, C. McNeal, M. Book, s. Reynolds, T. Barber, S. Jackson, T. Mitchell, X. Bell, S. Adams and T. Bell, also shared their views on the curfew from a community vantage point.
Motion to Adjourn Public Hearing and Re-Enter Regular Session made by Councilperson Wells and seconded by Councilperson Houston.
Motion to Approve Amendment to Section 12-1751(A) “Revised” General Curfew Ordinance for the Municipal Code of Ordinances made by Councilperson Wells. Motion died for lack of second.
Under Public Comments:
Councilperson Wells made comments on the direction of the City in relation to the resignation of Mayor Charles Finlayson.
Citizen Shemika Adams addressed property concerns (adjudicated properties, code enforcement, etc).
Citizens Xiomara Bell addressed access to City Ordinances.
Citizen Antonio Wilson spoke on the decisions and actions taken by members of State delegation for our region and on water issues.
There being no further business to discuss, the meeting was adjourned.
