The Madison Parish Police Jury met in special session and convened at the Courthouse Building, Tallulah, Louisiana on Friday, November 21, 2025, 8:30 a.m.
President Sanders called the meeting to order and gave the invocation. The roll call followed the announcement of a quorum. The following members were present at roll call:

District 2 Stanley Ogden
District 3 Dave Wilson
District 4 Johnny Hughes
District 5 Jane Sanders
Visitors: C. Ferguson
No comments were made during the Public Comments Period held at the beginning of the meeting that allows for comments on agenda items.
Mr. Ogden offered a motion, seconded by Mr. Hughes, to issue a resolution to reaffirm the creation of the Madison Parish Hospital Service District. No discussion. Motion carried.
RESOLUTION 2025-16
Resolution of the Madison Parish Police Jury re-affirming the Madison Parish Hospital Service District as a political subdivision of the State of Louisiana
WHEREAS, Louisiana Revised Statutes 46:1051 et seq, authorize parish governing authorities to create hospital service districts for the purpose of owning, operating, and maintaining hospital facilities; and
WHEREAS, Louisiana Revised Statute 46:1064 expressly declares hospital service districts to be political subdivisions of the State of Louisiana, with authority to acquire property, construct and maintain hospitals, levy special maintenance taxes, incur debt, and issue bonds; and
WHEREAS, Louisiana Revised Statute 46:1072 defines hospital service districts as political subdivisions organized pursuant to legislative act or R. S. 46:1051 et seq., and establishes the governing commission; and
WHEREAS, the Madison Parish Hospital Service District was duly established under these statutes and continues to operate as a political subdivision of the State of Louisiana; and
WHEREAS, the original resolution of establishment is not presently available, and the Police Jury desires to reaffirm and restate the district’s statutory standing for purposes of governance, compliance, and audit readiness;
NOW, THEREFORE, BE IT RESOLVED that the Madison Parish Police Jury hereby reaffirms and declares the Madison Parish Hospital Service District to be a political subdivision of the State of Louisiana pursuant to LA R.S. 46:1051 et seq., LA. R.S. 46:1064, and LA. R.S. 46:1072, with all powers, duties, and responsibilities therein provided.
BE IT FURTHER RESOLVED that this resolution shall be entered into the official minutes of the Madison Parish Police Jury, filed with the Clerk of Court, and provided to the Madison Parish Hospital Service District Commission for inclusion in its governance records.
The foregoing resolution was read in full; the roll was called on the adoption thereof, and the resolution was adopted on Friday, November 21, 2025 at a duly convened meeting of the Madison Parish Police Jury, in Tallulah, Louisiana by the following votes:
YEAS: Hicks, Ogden, Wilson, Hughes and Sanders
NAYS: None
ABSTAINED: None
ABSENT: None
VACANT: None
There being no other business up for discussion there was a request for adjournment. Mr. Ogden offered a motion for adjournment, seconded by Mr. Hughes. Motion carried.
