Call to Order: Mayor Preston Walker. Establish a quorum, Open with a Silent Prayer, Pledge of Allegiance.

Motion to approve the Minutes from the previous meeting
Wednesday September 17, 2025, was made by Councilman Walter Cobb, seconded by Councilwoman Margaret Leoty. Motion Carried.
Motion to approve the Financial Statements as paid for the month of September 2025 was made by Councilman Walter Cobb, seconded by Councilwoman Margaret Leoty. Motion Carried.
New Business:
1) A motion to approve the Resolution to levy the Ad Valorem taxes authorized for tax year 2025 for the Village of Richmond was made by Councilwoman Margaret Leoty, seconded by Councilman Walter Cobb. Motion Carried. A copy of the Resolution is in each Councilmen's folder,
2) Sewer, Mayor Walker reported what action is needed to be taken on current sewer problems in Richmond.
3) Update of maintenance of drainage ditches; Councilwoman Margaret Leoty reported Mr. Clinton Epps will access the drainage ditch and report his findings to the Mayor and Council of the Village of Richmond. The Mayor and Council appreciate Mr. Epps working with them on maintenance of the drainage ditches in the Village of Richmond.
Old Business:
1) HMV Audit Services invoice was discussed.
2) Discussion on maintenance of vacant lots & property in the Village of Richmond; Mayor Walker reported that the vacant lots and properties in the Village are being attended to.
3) Report on street signage at designated areas in Village of Richmond; Mayor Walker reported that an inventory of stop signs and street signs are being assessed.
4) Report on adding reflectors at the west bound entrance of the Village of Richmond, a discussion on what type of reflectors should be used at the location on Burnside Drive in the Village.
5) Councilwoman Margaret Leoty reported the Beautification has applied for the Entergy Micro Grant.
There being no further business, the meeting was adjourned. Motion was made by Councilman Margaret Leoty, seconded by Councilman Walter Cobb. Motion Carried.
The NEXT regularly scheduled meeting of the Mayor and Board of the Village of Richmond will be held on Tuesday, November 18, 2025, at 5:30 P.M. at 598 Wood Street, Richmond, LA 71282.
