1) Call to Order, Mayor Preston Walker
2) Silent Prayer and Pledge of Allegiance
3) Roll Call: Mayor Walker X, Councilwoman Margaret Leoty X, Councilmen Walter Cobb X, Curt Collins Absent, Clerk Gen Ellis X.
4) Guest: Mr. Timothy Holdiness, Madison Journal
5) Public Comment on Agenda: None
6) Motion to Approve the minutes from the previous meeting July 16, 2025, Motion, was made by Councilman Walter Cobb, seconded by Councilwoman Margaret Leoty. Motion Carried.
7) Motion to Approve the Financial Statements as paid for the month of July 2025, was made by Councilwoman Margaret Leoty, seconded by Councilman Walter Cobb. Motion Carried.
8)New Business
1) Motion to have the Madison Journal designated as the official Journal of the Village of Richmond, for the period beginning July 1,2025 ending June 30,2026 was made by Councilwoman Margaret Leoty, seconded by Councilman Walter Cobb. Motion Carried.
2) Motion to Introduce and approve a Resolution for the purpose of applying for an award with Delta Regional Authority
(DRA), for the fiscal year 2025 federal award program cycle, designating and appointing Mayor Preston Walker, to perform all duties and administration of said award, was made by Councilman Walter Cobb, seconded by Councilwoman Margaret Leoty. Motion Carried. Copy of Resolution in Council's folder.
3) Introduce an amendment to Ordinance #107.
9) No New Business.
Motion to adjourn made by Councilwoman Margaret Leoty, seconded by Councilman Walter Cobb. Motion Carried.
