Special Council Meeting
City of Tallulah
October 28, 2025
A special meeting of the Mayor and City Council was held on Thursday, October 28, 2025, at 5:30 P.M., in the Council Room Chamber of Tallulah City Hall.
Mayor Yvonne Lewis called the meeting to order, led the Pledge of Allegiance, and gave a prayer.

Time was allowed for those who wanted to comment or ask questions regarding items on the agenda, but there was none.
Motion and second to enter Public Hearing were made by Councilmembers Houston and Harris respectively and carried unanimously.
In Public Hearing, the topic of discussion was: An Ordinance to Approve the Municipal Budgets for the City of Tallulah for the Fiscal Year Beginning July 1, 2025, and ending June 30, 2026. Early in public hearing, Councilmember Wells brought up the issue of the City having submitted a general fund budget with a deficit balance for the 2026 fiscal year. He cautioned that the budget was not in compliance with generally accepted guidelines. The City’s accounting consultant, Cindy Thomason, agreed, stating that the budget should be presented from a net worth basis which would then allow the budget to be in compliance. A projected beginning balance for fiscal 2026 with a subsequent projected ending balance is what the consultant explained would need to be combined with general fund balance to correct the non-compliance situation.
Pending this correction to the budgeting process, Mayor Lewis adjourned the meeting stating that due to the non-compliance situation, the city 2025-2026 budgeting process will have to start anew.
