State Civil Service is pleased to announce that Codi Neyland will serve as the employee representative on the State Civil Service Commission beginning in May 2023.
Ms. Neyland, a licensed Professional Engineer, has over 12 years in state government. She currently serves as the Publications Engineer for the Plan Quality & Publications section within the Louisiana Department of Transportation and Development.
“The Commission and I look forward to the viewpoint that Ms. Neyland will bring to the Commission,” said Byron P. Decoteau, Jr., State Civil Service Director.
Commissioner Neyland replaces Ms. Kristi Folse in this capacity, whose term expired April 2023.
“Ms. Folse, State Civil Service thanks you for your commitment to your peers in the classified workforce, as well as for the value that you have brought to our Commission during your tenure,” said Decoteau.
Louisiana Revised Statute 42:1351 et seq. provides for the election process to fill this office. Administrative procedures are provided in the Louisiana Administrative Code (LAC 40: XXVII. §101). Per the statute, the classified employee member of the State Civil Service Commission shall be a full-time, permanent employee in the classified state service for a period of one year prior to the date on which he qualifies as a candidate. Should a candidate leave state service, the next highest vote-getter will be asked to complete the term.
The State Civil Service Commission is a seven-member body that has final authority over the administration of the State Civil Service system. The Commission serves as an impartial review board that enacts and adjudicates State Civil Service Rules to regulate state personnel activities and hears appeals from state employees and agencies. Commission meetings and hearings are held monthly and are open to the public.
Six of the Commission members are appointed by the governor; the seventh is an employee representative elected by fellow state employees. Each member serves a six-year term. When choosing an appointed member, the Governor must select from a list of three people nominated by the president of one of the state's major private universities.
Other members of the Commission include David Duplantier, Chairman (Loyola University); D. Scott Hughes, Vice-Chairman (Centenary College); John McLure (Louisiana College); Craig A. Netterville (Tulane University); Candes C. Carter (Xavier University); and Jo Ann Nixon (Dillard University).
