At the Village of Richmond, daily operations move through the clerk’s office.
Gen Ellis has worked for the Village of Richmond since October 1996. Before joining the village, she worked with the state Office of Tourism, served as a substitute teacher and worked in a school system career resource center.
Her responsibilities vary from day to day.
“It’s a new day every day,” Ellis said.
On a regular basis, she handles payroll, correspondence and computer work. She also serves as the village’s tax collector.
“I collect the taxes once a year,” she said.
Many utility services are handled through outside providers. Magnolia manages the village’s water service, and JCP Management collects sewer payments. Occupational licenses and franchise taxes are also processed.
Ellis said one of the things she values most about her job is working with the public.
“I think the people, meeting people and talking to people,” she said.
Over the years, she has worked under several mayors, including Ed Ferguson, Robert Kevin, Olga Butler and current Mayor Preston Walker.
She recalled the process of being hired, which included an interview before the mayor and council members.
“They peppered me with questions,” Ellis said. When asked whether she was familiar with speaking to senators and representatives, she responded, “No, I will be.”
Nearly three decades later, Ellis continues to oversee the administrative and financial duties that support village government.
Assistant clerk Bettye Vinson, who has worked with the village for 15 years, helps manage office responsibilities and oversees operations at the village ballpark.
Together, the clerk’s office handles payroll, tax collection, records and coordination with service providers, helping keep the Village of Richmond functioning.
Ellis also spoke about Mayor Walker’s leadership.
“I think he's a great mayor and I think he will become better and better,” she said. “Preston is very kind and energetic and tries.”
