The Madison Parish Police Jury met in regular session and convened at the Courthouse Building, Tallulah, Louisiana on Monday, September 22, 2025, 4:00 p.m.
President Sanders called the meeting to order and the invocation was given by Juror Hughes. The roll call followed the announcement of a quorum. The following members were present at roll call:

Visitors: C. Gonzales, F. Williams, K. Sterling, M. Rome, T. Winstead, S. Harvey, L. Bailey
President Sanders requested a motion to amend the agenda to add Ms. C. Gonzales. Mr. Wilson offered the motion that was seconded by Mr. Hicks. Upon roll call the vote was as follows:

Motion carried.
No comments were made during the Public Comments Period held at the beginning of the meeting that allows for comments on agenda items.
President Sanders requested the approval of the Consent Agenda (August 25th minutes, August Financials and the Outstanding Invoice Report.). A motion was made by Mr. Hicks, seconded by Mr. Wilson, to approve the Consent Agenda. No discussion. Motion carried.
The president asked to schedule a meeting on September 29th with Sheriff Ezell, Superintendent Epps and Assistant Superintendent Hearn to discuss nuisances.
The Secretary requested permission to pay all outstanding invoices based on available funds. A motion was offered by Mr. Hicks and seconded by Mr. Wilson, to pay the outstanding invoices with available funds or as funds become available. No discussion. Motion carried.
Mr. Hughes offered a motion to close the Emergency Shelter Account due to lack of activity.
The Secretary informed the jurors that repairs to the roof were to commence by or before September 30th.
She also announced that the LRPIC Educational Seminar will be held on Thursday, Oct. 30th. Guest speaker will be Trevor Fry with Gold, Weem, Sues, Bruser & Rundell Law Firm. The session will focus on Do’s and Don’ts for police jury members, as well as personnel and general parish related issues. It will be held at Bayou DeSiard Country Club in Monroe.
Ms. Gonzales representing Dysautonomia Louisiana, Inc. a 501c3 non-profit organization, appeared before the jurors to provide information to the community explaining Dysautonomia. She also requested that Police Jury to proclaim the month of October as Dysautonomia Awareness month in the parish. Upon receiving the information and her request, Mr. Hughes offered a motion, seconded by Mr. Wilson to proclaim October as Dysautonomia Awareness month. No discussion. Upon roll call the vote was as follows:

DYSAUTONOMIA AWARENESS MONTH IN MADISON PARISH
Dysautonomia is a group of medical conditions that result in a malfunction of the autonomic nervous system, which is responsible for “automatic” bodily functions such as, but not limited to: respiration, heart rate, blood pressure, digestion, bone marrow production, and temperature control.
Whereas, Dysautonomia affects people of any age, gender, race or background, negatively impacting over 70 million people around the world, including many individuals living right here in our wonderful state of Louisiana.
There are 15 different forms of dysautonomia. These include Neuropathy, Vasovagal Syncope, Pure Autonomic Failure, and Postural Orthostatic Tachycardia Syndrome (commonly known as POTS), just to list a few. People who have been diagnosed with some form of dysautonomia often have secondary conditions such as: Lupus, Multiple Sclerosis (MS), Parkinson's disease, Sjogren's syndrome or Diabetes.
Whereas, Dysautonomia can be very disabling and is a life changing diagnosis; this chronic illness can result in the inability to work or attend school, may cause social isolation, depression and /or anxiety. It’s not just physically affecting people, it’s an emotionally and financially draining ailment as well. It’s extremely stressful on the families of those impacted.
Dysautonomia Louisiana Inc. is a 501c3 non-profit organization that advocates on behalf of patients living with dysautonomia and those individuals suffering from its symptoms and still struggling for a diagnosis. Our goal is to bring much needed awareness to the community and information to the medical professionals across Louisiana. Increased awareness about dysautonomia will help patients obtain an earlier diagnosis and treatment plan, save lives, and foster support for individuals and families already coping with dysautonomia in our community.
NOW, THEREFORE, I, Jane Sanders of Madison Parish Police Jury, do hereby proclaim the month of October as, DYSAUTONOMIA AWARENESS month throughout Madison Parish.
THEREFORE, we are encouraging communities to celebrate
Dysautonomia Louisiana’s 10 Year Anniversary
of raising awareness and education each October in the state of Louisiana.
Each juror reported on concerns within their district, followed by a report from the Superintendent. -
Afton Fire District’s annual report was given by Mr. Mike Rome, President of the District. For the year of 2024 the most noteworthy achievements were the installation of new fire hydrants (4 on Montrose Road and 4 on Hwy 65 South). Mr. Hicks offered a motion, seconded by Mr. Wilson, to accept Afton’s annual report. No discussion. Motion carried.
Mr. Hicks motioned to enter into a lease agreement with Warsaw Baptist Church to use its Fellowship Hall located at 2845 Hwy 577 South, Delhi, LA as a polling place for Precinct 3. No discussion. Motion carried.
Mr. Hicks offered a motion, seconded by Mr. Wilson, to adopt an ordinance authorizing the Parish to sell adjudicated property at 804 ½ Holt St., Tallulah, LA. No discussion. Motion carried.
Mr. Hicks also offered a motion, seconded by Mr. Hughes, to approve Scott Airport 6 Year Capital Improvement Plan. No discussion. Motion carried.
There was no discussion of correspondence.
During the public comment Mr. Frank Williams approached the jurors to express concerns regarding the sewage problem on Jones Street. He was requesting the City and Parish confer with each other’s engineer to find a resolution to the problem.
There being no other business up for discussion there was a request for adjournment. Mr. Ogden offered a motion for adjournment, seconded by Mr. Hughes. Motion carried.
