Louis Garrett, a deputy clerk of court for Ouachita Parish, has recently been appointed by Gov. John Bel Edwards to serve as the representative for the 5th Congressional District, which includes Madison Parish, on the Louisiana Commission on Human Rights.

Garrett is the son of the late John and Mattie Stewart. He is a former administrator at Grambling State University and past Ouachita Parish election commissioner, Precinct 69. He is a graduate of Carroll High School and a retired U.S. Army Reserve platoon sergeant and past chairman of the Monroe City Planning and Zoning Commission. Garrett was a member of the Ouachita Parish Board of Adjustment, a deacon in a Morehouse Parish Baptist church and a graduate of Mark Hankins Bible Institute.He was the first Black graduate of Leadership Monroe.
As a member of the human rights commission, Garrett will aid in enforcing procedural intake and investigating complaints of discrimination.
