QUALIFICATION STATEMENTS FOR
ENGINEERING
SERVICES
The Village of Richmond (“Village”) is seeking assistance for engineering services related to the VILLAGE’S American Rescue Plan Act (“ARPA”) funding including Local and/or State Fiscal Recovery Funds). The type of project(s) involved is construction, upgrade, and/or rehabilitation of sewer infrastructure facilities for the VILLAGE. The VILLAGE intends to match local ARPA funding to leverage other available Federal and/or State funded programs for projects eligible with ARPA rules and regulations. These programs include, but are not limited to, Community Development Block Grant (CDBG), Louisiana Water Sector Program (State Fiscal Recovery Funds), Economic Development Administration (EDA), and Louisiana Capital Outlay. When leveraging funds, the selected firm will be required to provide engineering services in accordance with rules and regulations associated with all funding programs involved with each project.
The VILLAGE is soliciting qualification statements for engineering services to assist the VILLAGE with project scoping, preliminary engineering, design engineering, and construction related services of the VILLAGE’s ARPA funding. The intent of the VILLAGE is to award a cost reimbursement contract with payment terms to be negotiated with the selected firm, and issue task orders for the specific projects to be implemented with ARPA funding.
The VILLAGE’s proposed schedule for project development is summarized below:

SCOPE OF SERVICES
The services to be provided for each specific project will include, but not be limited to:
Assist in the development of projects to be funded utilizing ARPA funding. This service includes preparation of application package(s) for other funding programs, including preparing narratives, project descriptions, maps, cost estimates, and all necessary documents.
Basic Design services including design of improvements and construction engineering.
Submit plans and specifications to the required regulatory permitting agencies.
Assist the VILLAGE with bidding in accordance with Louisiana State Bid Law, includes publishing notices, conducting the bid opening, issuing all required addenda, and recommendation of award.
Assist the VILLAGE in conducting the preconstruction conference.
On-site supervision of construction and preparing inspection reports.
Reviewing and approving all contractor requests for payment and submitting approved requests to the governing body.
Reviewing and approving all contractor request for change order.
Providing reproducible plan drawings to the VILLAGE upon project completion, if requested.
Conducting substantial completion, final inspection, and project closeout.
SELECTION CRITERIA
The VILLAGE will determine all eligible firms and score each submittal based on the factors detailed below. Respondents must address in detail the items listed below and will be evaluated based on the written materials submitted.
1. Firm’s Project Experience (Total Possible Points = 50)
Respondent must have a minimum experience of 10 water and/or sewer improvements
Projects designed or constructed in the previous five (5) years. A combination of water and sewer projects is acceptable to meet this minimum requirement. Respondent must identify each project designed or constructed including the year, client, funding type, type of project, and project cost. After review of the minimum experience required above, respondent’s will be evaluated based on the following points. “Projects” is defined as water, sewer, or a combination of both:
10 projects: 0 points (minimum requirement)
11-15 projects: 15 points
16-20 projects: 30 points
More than 20 projects: 50 points
2. Firm’s Qualifications (Total Possible Points = 30)
The assigned score will be based on written material provided from each respondent. Respondent must identify the staff by job title and sub-contractors, if any, that will be assigned for the VILLAGE’s program. If sub-contractors are proposed for this service, respondent must identify the roles and responsibilities of the prime and sub-contractor(s).
3. Length of Time in Business (Total Possible Points = 10
Respondent must state how long the firm has been in business. The Respondent must have a minimum of five (5) years of conducting business in Louisiana. After review of the minimum requirement, respondent’s will be evaluated based on the following points:
5 years: 0 points (minimum requirement)
6-10 years: 5 points
More than 10years: 10 points
In the event of a tie, the VILLAGE may choose to request additional information from the
respondents or conduct oral interviews with those firms. The Village of Richmond will determine which firm will be selected that is most advantageous to the VILLAGE. Unsuccessful firms will be notified as soon as possible. The VILLAGE reserves the right to cancel or alter this solicitation.
SUBMITTAL REEQUIREMENTS
To be considered for this service, responses must be received by the VILLAGE prior to 12:00 p.m. on November 30, 2021. Respondent must submit to the VILLAGE the information required to assign points for the ranking criteria described above.
