Call to Order: Mayor Olga Butler
Establish a quorum.
Mayor Butler led the group in a prayer.
Roll Call: Lamar Walters Absent, Margaret Leoty Present, Walter Cobb
Present. Gen Ellis, Village Clerk and Wastewater Technician Carlton Whitaker.
Public Comments: None
Motion to approve the minutes of March 15,2022, regular meeting, was made by Councilman Walter Cobb, seconded by Councilman Margaret Leoty. Motion carried.
Motion to approve the Financial Statements as paid for the month of March, 2022, was made by Councilman Walter Cobb, seconded by Councilman Margaret Leoty. Motion carried.
After a discussion a motion was made by Councilman Margaret Leoty, seconded by Walter Cobb to put a culvert in ditch on Claudine Street, to prevent flooding.
FY 2021-2022 LGAP Grant Application Resolution #1 was read and motion was made by Councilman Margaret Leoty, seconded by Councilman Walter Cobb, to accept Resolution #1 to give full support applying for the FY 2021-2022. Vote: yeas 2 nays 0 absent 1.
RESOLTUION #1
THEREFORE, LET IT BE RESOLVED, by the Mayor and Council of the
Village of Richmond, Madison Parish, Louisiana, who do hereby give their full support of applying for the FY 2021-2022 Local Assistance Program, (LGAP) Grant of $25,000.00. funds to be used for purchasing a General Utility Front End Loader Tractor, Model No. JD5075E. This tractor will be large enough for mowing, cleaning up debris and spreading rock. This tractor is a much-needed piece of equipment, for the protection and safety of the residents of the Village of Richmond.
BE IT THEREFORE AGREED, by motion made by Councilman Margaret Leoty, seconded by Councilman Walter Cobb. Vote: yeas 2 nays 0 absent 1. On this day of April 19, 2022.

Councilman reports:
Lamar Walters: Absent
Margaret Leoty: Councilman Leoty reported the councilmen are working together with the Police Jury to correct drainage problems in Village of Richmond. She reported the council and Mayor are continuing to discuss hiring a Chief of Police due to complaints regarding speeding and concerns about the safety of the residents and children.
Beautification: Councilman Leoty reported she received an email from Lt. Governor Nungesser’s office encouraging business, gov. agencies, schools, nonprofit organizations, & individual citizens to participate in community cleanup & beautification events to work toward a Clean Louisiana “Love the Boot” week April 18-24,2022, also clean up has begun on the VR property on Kimbrough Dr.
Walter Cobb: Report on Excavator, on April 13, 2022 phone call to Mr. Cobb on progress of repairs of excavator, when completed United Rentals will return machine. Mayor Butler asked Mr. Cobb to look into the progress.
Councilman Cobb reported that the fencing around the back of the building was damaged by the March 30, 2022 tornado, our adjuster from Nationwide has looked at it and we are awaiting an estimate for repairs. Councilman Cobb has acquired a company that will rebuild the fencing when needed.
Wastewater Technician: Mr. Carlton Whitaker: Reported that he has approved the Submittal for the Aerators project supported by the American Rescue Plan Funds from Engineer Chris Patrick, of Volkert, Inc.
