Regular Meeting
City of Tallulah
February 10, 2022
A meeting of the Mayor and City Council was held on Thursday, February10, 2022, at 5:30 P.M., in the Council Room Chamber of Tallulah City Hall.
Mayor Charles M. Finlayson called the meeting to order, led the Pledge of Allegiance, and allowed time for silent prayer.

Mayor Finlayson allowed time for anyone desiring to make comments regarding items on the agenda, but there was none.
Motion to approve minutes of the January 27, 2022 meeting was made by Councilmember Day, seconded by Councilmember Sims, and carried unanimously.
At the request of Police Chief Buster McCoy, approval was given by the Council for the employment of Cameron Shrophire as a police officer. Motion and second to that effect were made by Councilmembers Robinson and Whitney respectively, and a roll call is listed as follows:

Councilmember Day moved for approval of the application of Derrick Jackson for a liquor license all steps having been completed in the licensing process. Councilmember Whitney seconded, and subsequent roll call is listed as follows:

Motion carried.
Motion and second to enter Public Hearing were made by Councilmembers Sims and Day respectively and carried unanimously.
In Public Hearing, the topic of discussion was: An Ordinance 21-03-01, Establishing The Rate Structure For Tallulah Water Service And Providing For Other Matters In Connection Therewith.
The City’s bond counsel, Bill Boles, gave an overview of the process by which a USDA loan would be obtained and noted the interest rate would be only about 1.375 %, An increase in water rates would finance the USDA loan.
Motion and second to adjourn Public Hearing and re-enter Regular Session were made by Councilmembers Whitney and Day respectively and carried unanimously.
Councilmember Sims motioned for approval of the ordinance: An Ordinance 21-03-01 Establishing The Rate Structure For Tallulah Water Service And Providing For Other Matters In Connection Therewith. Councilmember Whitney seconded, and a roll call vote is listed as follows:

There being no further business to discuss, the meeting was adjourned on motion and second of Councilmembers Robinson and Sims respectively which carried unanimously.
