Dr. Charlie Butler, Jr. Superintendent called the regular board meeting of the Madison Parish School Board to order on Tuesday, January 18, 2022, at 5:30 p.m. at the Madison Parish Training Center (Board Meeting Room), 600 Bayou Drive, Tallulah, Louisiana by asking for a moment of silent prayer. The audience recited the Pledge of Allegiance.

On motion of Mr. Sims and seconded by Ms.Sharon Jackson the board voted to add the following item to the agenda: Adopt a Resolution recognizing January 2022 as School Board Recognition Month. Motion carried unanimously.
On motion of Mr. Dixon and seconded by Mr. Sims, the board voted to adopt the agenda. Motion carried. On motion of Mr. Darrell Sims and seconded by Mrs. Mary Presley, the board voted to open the floor for nominations for President for 2022. Mrs. Lisa Johnson nominated Ms. Sharon Jackson. On motion of Mr. Dixon and seconded by Mr. Sims, the board voted to close nominations for President. Motion carried. There were no other nominations for President. Ms. Sharon Jackson is selected as President for 2022. Ms. Sharon Jackson assumed the position as President for 2022.
On motion of Mr. Darrell Sims and seconded by Mrs. Mary Presley, the board voted to open the floor for nominations for Vice President for 2022. Mr. Samuel Dixon nominated Mrs. Mary Presley as Vice President for 2022. On motion of Mr. Dixon and seconded by Mr. Sims, the board voted to close nominations for Vice President for 2022. Motion carried. There were no other nominations for Vice President. Mrs. Mary Presley is selected as Vice President for 2022. On motion of Mr. Darrell Sims and seconded by Mr. Jeff Wilson the board voted to present item (d) to the board. Motion carried. On motion of Reverend Hamilton and seconded by Mr. Sims, the board voted to approve the bills for payment. Motion carried.
On motion of Reverend Hamilton and seconded by Mr. Sims, the board voted to present item (e) to the board. Motion carried. On motion of Reverend Hamilton and seconded by Mr. Sims, the board voted to approve the minutes of the regular board meeting of November 15, 2021, Special Board meeting of November 18, 2021, Special Board meeting of November 30, 2021, Special Board meeting of December 9, 2021, and the Regular Board meeting of December 20, 2021. Motion carried.
On motion of Mrs. Mary Presley and seconded by Mr. Sims, the board voted to consider the following revised policies for approval at the February 22, 2022 Regular Board meeting: (1) DJE: Purchasing, (2) GBRIB: Sick Leave, (3) JG: Student Welfare, (4) DJED: Bids and Quotations,(5) IHAB: Report Cards, (6) JQE: Expectant and Parenting Students (7) GBRHA: Sabbatical Leave, and (8) IHAD: Parent Conferences. Motion carried.
On motion of Reverend Hamilton and seconded by Mr. Wilson, the board voted to present item (g) to the board. Motion carried. On motion of Reverend Hamilton and seconded by Mr. Dixon the board voted to approve the District leaders to travel to the NIET Conference in Dallas, Texas from March 9, 2022- March 12, 2022. Motion carried. (Funded by NIET)
On motion of Reverend Hamilton and seconded by Mr. Sims, the board voted to postpone item (h) and reconsider Superintendent’s recommendation after going back to the drawing board for Madison High School baseball field with synthetic turf infield. Motion carried.
On motion on Reverend Hamilton and seconded by Mr. Wilson, the board voted to present item (i) to the board. Motion carried. On motion of Mr. Samuel Dixon and seconded by Reverend Hamilton, the board voted to approve the new policy GBCA Protection of Criminal Background Information. Motion carried.
Mrs. Arlana Lewin, Director of Academics and Student Learning/Secondary Supervisor and Mrs. Regina Alexander, Literacy Project Director, made a presentation on all diagnostic and benchmark assessments results for K-12, including WorkKeys, ACT (12th grade) CLEP and the number of Seniors schedule to retake the U.S. History EOC test for graduation and any other EOC’s for Seniors. No action was taken.
On motion of Reverend Hamilton and seconded by Mr. Sims, the board voted to present item (k) to the board. Motion carried. On motion of Reverend Hamilton and seconded by Mr. Dixon, the board voted to postpone the termination of the Declaration. The following roll call votes were taken:

On motion of Mr. Wilson and seconded by Reverend Hamilton, the board voted to present item (l) to the board. Motion carried. On motion of Mr. Dixon and seconded by Reverend Hamilton, the board voted to approve the revised Scholar Guidelines and Policies Handbook for 2021-2022. Motion carried.
On motion of Reverend Hamilton and seconded by Mrs. Presley, the board voted to present item (m) to the board. Motion carried. On motion of Reverend Hamilton and seconded by Mr. Sims, the board voted to approve bids for surplus vehicles. Motion carried.
On motion of Mrs. Presley and seconded by Reverend Hamilton, the board voted to present item (n) to the board. Motion carried. On motion of Mrs. Presley and seconded by Reverend Hamilton, the board voted to adopt a resolution authorizing Dr. Butler to execute documents on behalf of MPSB with Louisiana Department of Health and Hospitals. Motion carried.
Dr. Charlie Butler, Superintendent and the Madison Parish School Board adopted a resolution by declaring the month of January as Louisiana School Board Member Recognition Month. Dr. Butler presented the board members with certificates and plaques in recognition.

Whereas, the education of Louisiana’s school-aged children is the foundation upon which the economic, social and intellectual capital of our state is built; and
Whereas, locally elected school boards play an important and vital role in a representative democracy and an ever-changing world, and decisions made by local boards of education directly influence instruction in Louisiana’s public schools; and
Whereas, these decisions affect the present and future lives of children, and, also set direction to prepare all students to be competitive in a local, state, national, and global 21st century economy; and
Whereas, local school board members work with parents, businesses, education professionals, all elected officials and other community members to create the educational visions we want for our students; and
Whereas, this year’s theme – SCHOOL BOARDS MATTER! Navigating to Success - reflects the relevance of local school board members as they advocate for public education with local, state, and federal leaders; and
Whereas, the true commitment of local school board members was evident in their work to implement and maintain a safe environment for all students, faculty, staff, and administrators amid the COVID-19 pandemic.
Whereas, School Board Recognition Month provides an opportunity to build stronger relationships between the thousands of people in Louisiana who champion the mission of public education and school board members; now, therefore be it
Resolved, the Madison Parish School Board recognizes the contributions of the state’s local school boards to the academic success of its public school students and expresses its sincerest recognition to the local school board members for their focus on the well-being and achievement of children throughout the state; and be it finally
Resolved, the Madison Parish School Board declares January 2022 as School Board Member Recognition Month and encourages local school districts and community leaders to appropriately recognize our state’s dedicated school board members.

On motion of Reverend Hamilton and seconded by Mr. Sims, the board voted to accept the Superintendent’s report. Motion carried.
On motion of Reverend Hamilton and seconded by Mrs. Presley, the board voted to go into executive session to discuss a personnel matter pursuant to La. R.S. 42:17(A)(1). Motion carried.
