NOTICE OF PUBLIC MEETING
The Madison Parish Police Jury met in Regular Session at 4:00 p.m. and convened at the Courthouse Building, Tallulah, Louisiana on Monday, August 8, 2022.
REGULAR MEETING
President Sanders called the meeting to order and gave the invocation. The roll call followed the announcement of a quorum. The following members were present at roll call:

District 5 Mrs. Jane Sanders

The President requested a motion to amend the agenda to add discussion of the Library’s HVAC Project. Mr. Hughes offered a motion to amend the agenda, seconded by Mr. Ogden. A roll call vote resulted in the following votes:

There were no public comments on the agenda items.
President Sanders requested the approval of the Consent Agenda (July 11,2022 minutes, July Financial and Garbage Reports). A motion was made by Mr. Walker, seconded by Mr. Wilson to approve the consent agenda. No discussion. Motion carried.
The Secretary requested permission to pay outstanding invoices with available funds or as funds become available. A motion was made by Mr. Walker, seconded by Mr. Wilson to pay outstanding invoices with available funds or as funds become available. No discussion. Motion carried.
Taxes Collected for July included $28,312.93 in Sales Taxes and: $8,587.63 in AIO Taxes. A total of $36,900.56 in taxes collected.
The Secretary-Treasurer informed the jurors of the status of the repairs in the Courthouse.
A request was made by the Treasurer to invest with UBS $3,000,000 from various funds in a 6-month T-Bill. The current rate is 3.05% and will settle on the February 9, 2023. Mr. Hughes offered a motion, seconded by Mr. Walker, to approve the investment. No further discussion. Motion carried.
Correspondence from Attorney Garrett was discussed, in which he requested the jury to consider a revised contract to increase his rate to a hourly rate of $220.00 for services. A motion was offered by Mr. Ogden and seconded by Mr. Walker to accept and approve the revised rate. A roll call vote resulted in the following votes:

Mr. Ogden also offered a motion, seconded by Mr. Walker, to offer a resolution hiring Mr. Garrett as special counsel for submission to the Attorney General’s office and to authorize the president to sign the required contract. The following resolution was so offered.
RESOLUTION 2022-12
RESOLUTION TO APPROVE HIRING SPECIAL COUNSEL
WHEREFORE, the Madison Parish Police Jury utilizes the services of the Office of the District Attorney for the 6th Judicial District as its legal advisor in accordance with LRS 42:261, et seq.,
WHEREFORE, the Madison Parish Police Jury also has come to rely on the knowledge and particular expertise of Dannie P. Garrett, III, in the areas of governmental law particular to local governments, and specifically a local government operating as a Police Jury;
WHEREFORE, the Madison Parish Police Jury deems the knowledge, expertise and legal representation that could be provided by Dannie P. Garrett, III to be crucial to the efficient operation of the Madison Parish Police Jury;
WHEREFORE, the Madison Parish Police Jury declares that there exists a necessity to engage Dannie P. Garrett, III as special counsel to supplement and augment the representation that the Madison Parish Police Jury receives from the District Attorney for the 6th Judicial District;
WHEREFORE, the Madison Parish Police Jury intends to compensate Dannie P. Garrett, III, Attorney at Law, LLC at the rate of $220.00 per hour for advice, counsel, and any needed litigation or representation of the Madison Parish Police Jury before any Court or Federal or State agency, plus “out-of-pocket” expenses, all in accordance with a written Contract for Legal Services.
NOW, THEREFORE BE IT RESOLVED that the Madison Parish Police Jury declares the necessity exists to engage Dannie P. Garrett, III, Attorney at Law, LLC, as special counsel, to supplement and augment the representation that the Madison Parish Police Jury receives from the District Attorney for the 6th Judicial District for the reasons and for the compensation set forth in this Resolution.
BE IT FURTHER RESOLVED that the Madison Parish Police Jury urges Attorney General Jeff Landry to approve this request, for special counsel under the terms set forth herein.

Based upon the bids received for the Library’s HVAC Project, Byrnes Mechanical Contractors, Inc. of West Monroe, LA was the low bidder with a base bid amount of $367,500. Mr. Wilson offered a motion, seconded by Mr. Walker, to accept the bid contingent upon the State’s approval. No discussion. Motion carried.
Each juror discussed concerns in their district.
Mr. Ogden offered a motion, seconded by Mr. Wilson, to apply for funds from Act 199 of 2022 to repair areas of old Hwy 65. No discussion. Motion carried.
Mr. Wilson offered a motion, seconded by Mr. Hughes, to approve an application for new business from Bayou Side Consulting, Inc.
Mr. Hughes offered a motion, seconded by Mr. Wilson, to declare a burn ban in Madison Parish effective immediately. No discussion. Motion carried.
A motion was made by Mr. Hughes, seconded by Mr. Walker, to approve the Quietus Report. No discussion. Motion carried.
There was no discussion of correspondence.
There being no further business to come before the Jury, Mr. Walker motioned to adjourn.
