NOTICE OF PUBLIC MEETING
The Madison Parish Police Jury met in Regular Session at 4:00 p.m. and convened at the Courthouse Building, Tallulah, Louisiana on Monday, July 11, 2022.
REGULAR MEETING
President Sanders called the meeting to order and gave the invocation. The roll call followed the announcement of a quorum. The following members were present at roll call:
District 1 Mr. Preston Walker (absent)
District 2 Mr. Stanley Ogden
District 3 Mr. Dave Wilson
District 4 Mr. Johnny Hughes
District 5 Mrs. Jane Sanders
Visitors: R. Waxman, E. Robinson, B. Bell, K. Wilmore, A. Bridgewater
President Sanders requested the approval of the Consent Agenda (June 27, 2022 minutes, and June Building and Garbage Reports). A motion was made by Mr. Hughes, seconded by Mr. Wilson to approve the consent agenda. No discussion. Motion passed.
President Sanders informed the jurors of the latest update on the hospital. Due to supply chain and labor issues, the clinic opening has been set back to mid-September and the hospital to mid-October.
Mr. C. Ford appeared before the jurors to request authorization to use the parish’s recreational equipment. Mr. Ogden offered the motion, seconded by Mr. Wilson to grant Mr. Ford permission to use the equipment. No discussion. Motion passed.
The Secretary/Treasurer gave a report of the Sales and Use Taxes and the AIO Taxes collected for the month of June, 2022.
Mrs. Dew requested permission to pay outstanding invoices based on available funds or as funds become available. A motion was made by Mr. Ogden, seconded by Mr. Wilson to pay outstanding invoices with available funds or as funds become available. No discussion. Motion passed.
Each juror discussed concerns in their district.
Mr. Ogden offered a motion, seconded by Mr. Hughes, to approve the estimate for Walnut Bayou’s system improvement funding request. An estimated amount of $634,100 of ARP funding will be used to add an additional water well to ensure sufficient supply for their customers. No discussion. Motion passed.
Messrs. Waxman and Bridgewater gave a status report on the LCDBG HVAC Project at the Madison Parish Library.
Mr. Waxman briefed the jurors of the LCBG FY 2023 Program. If an application is approved the parish would be eligible for a maximum of $800,000 for use on parish roads.
Mr. Wilson offered a motion, seconded by Mr. Hughes, to adopt a Cyber Crime & Deception/Social Engineering Policy. No discussion. Motion passed.
CYBER CRIME & DECEPTION/SOCIAL ENGINEERING
Risk Control Policy & Procedures
- Two parish employees, processes or devices should be used to verify any changes in transfer details and to obtain authorization when transferring funds in excess of $10, 000 to external parties.
- When making changes to or setting up new payment instructions to a third party, a parish employee will call the third party and verify account information is legitimate and accurate.
- All parish employees involved with any type of banking or handling of money will review privacy and security training materials provided by LRPIC Loss Control on a quarterly basis.
There was no discussion of correspondence.
There being no further business to come before the Jury, Mr. Hughes motioned to adjourn, seconded by Mr. Wilson.
