REQUEST FOR QUALIFICATION STATEMENTS FOR
ENGINEERING
SERVICES
PURPOSE:
The Madison Parish Police Jury (PARISH) is requesting proposals from qualified and experienced engineering firms to design, provide and install playground equipment and walking trails in connection with the PARISH’S FY 22021 CDBG-CV Love Louisiana Outdoors (LLO) funding.
OBJECTIVE:
The PARISH will be able to utilize the funding for outdoor fitness and recreation parks to provide outdoor recreation and fitness opportunities to residents while enabling appropriate social distancing to prevent the spread of COVID-19. It is also a strategy to increase opportunities for physical activity in the Parish communities and therefore reduce the prevalence of obesity and improve overall health
BACKGROUND OF ISSUER:
Madison Parish is located on the northeastern border of the State of Louisiana, in the delta lowlands along the Mississippi River. As of the 2010 census, the population was 12,093. Its parish seat is Tallulah. Tallulah is in rural northeast Louisiana, on I-20 between Monroe and the Mississippi state line. It is also one of the poorest rural towns in the State of Louisiana.

PROJECT DESCRIPTION:
The Madison Parish Police Jury is requesting proposals from professional qualified design and engineering firms to develop plans for two (2) walking trails, one (1) mediation area and (3) playground areas.
Walking Trails – To provide engineering design for walking trails. The trails should be wide enough to accommodate variety of activities and modalities: walking, jogging, cycling, strollers, wheelchairs, and so forth; however, trails cannot include use by motorized devices or vehicles with the exception of motorized wheelchairs.
Length – Minimum of ½ mile
