Regular Council Meeting
City of Tallulah
September 22, 2022
A regular meeting of the Mayor and City Council was held on Thursday, September 22, 2022, at 5:30 P. M, in the Council Room Chamber of Tallulah City Hall.
Mayor Charles M. Finlayson called the meeting to order, led the Pledge of Allegiance, and allowed a moment of silent prayer.

An amount of time was given for any public comments regarding items listed on the agenda, but there was none.
Motion and second to approve minutes of the September 8, 2022, regular meeting were made by Councilmembers Day and Harris respectively and carried unanimously.
An occupational license request submitted for approval by Ronald Johnwell, Jr., was tabled due to his absence.
Motion to approve the occupational license application of Sonya Blanson, dba “Rox’Z Creations”
was made by Councilmember Day, seconded by Councilmember Harris, and carried unanimously.
In a discussion of the property tax levy for 2022, City Clerk Gerald Odom explained the formula used in determining the annual tax levy once voter approval has occurred. He explained that one mill is valued at about $18,500, and that the City has a currently approved a levy of about 30.24 mills, amounting to about $560,000 for the year of which general fund operations receive the most, and the Street Fund receives about 148,000 or about 8 mills.
Subsequent motion to approve a Resolution To Levy The AD Valorem Taxes Authorized For Tax Year 2022 For The City of Tallulah, Louisiana was made by Council Member Houston and seconded by Councilmember Day. A roll call vote is listed as follows:

Administrative Assistant Yvonne Lewis presented an overview of the steps involved in the sale of adjudicated properties of the City. About 12 steps are required she explained, and then the ordinance procedures must be brought into effect prior to the sale of the property.
At this juncture, the public was given time for comments on topics of interest. Mrs. Berteal Rogers
brought to the Council the idea of the Parish and the City working together in expending the resources to clean up the City. She requested that she be named the Committee Chairperson to head up the planning, organizing, directing, etc.
Subsequent motion to name Mrs. Berteal Rogers as the Chairperson of the Committee to clean up the City were made by Councilmembers Day and Harris respectively and a roll call vote is listed as follows:

Motion carried.
Other topics emerged in the comments which ranged from city clean-up to city boundaries, annexations, and the selling of adjudicated properties.
There being no further business to discuss, the meeting was adjourned on motion of Councilmember Harris, second by Councilmember Houston, and carried unanimously.
