Regular Council Meeting
City of Tallulah
October 24, 2023
A regular meeting of the Mayor and City Council was held on Thursday, October 24, 2023, at
5:30 P. M., in the Council Room Chamber of Tallulah City Hall.
Mayor Charles M. Finlayson called the meeting to order, led the Pledge of Allegiance, and allowed for a moment of silent prayer.

During the short period allowed for comments regarding items on the agenda, Councilmember Wells drew attention to the appointment of a Mayor Pro-Tem should the need ever exist.
Motion and second to approve minutes of the October 12, 2023, meeting were made by Councilmembers Day and Scott respectively and carried unanimously.
City Clerk Gerald Odom presented an overview of the financial standing of General Fund as of September 30, 2023. He noted that sales tax revenue at $197,000 for the month showed an increase of $42,000 over budget projections, and that the year-to-date intake of $513,000 represented an cumulative increase of $67,000 for the first quarter of the new fiscal year. Overall expenses for the month, at $258,000 were slightly in excess of the $252,000 budgeted. However, as of year-to-date, total expenses of $808,000, compared to the budget of $802,000. Odom termed the performance thus far as phenomenal, but he stated that as the fiscal year progresses, finances may not look as favorable. Reviewing each department individually, he showed that the City presently is in the exact place financially that it should be according to budget.
Remarks made during the period of public comments consisted primarily of the need for more police protection at certain times and places, plus the question of trash and debris removal from private property when the City caused the problem.
There being no further business to discuss, the meeting was adjourned by motion and second from Councilmembers Harris and Day respectively which carried unanimously.
