Regular Council Meeting
City of Tallulah
September 28, 2023
A meeting of the Mayor and City Council was held on Thursday, September 28, 2023, at 5:30 P.M. in the Council Room Chamber Tallulah City Hall.
Mayor Charles M. Finlayson called the meeting to order, led the Pledge of Allegiance, and allowed time for a moment of silent prayer.

Public comments consisted of Ms. Janet Wall noting that she would have comments on Item #7 of the agenda as well as Councilmember Wells’ suggestion to add an item to the agenda each month showing bills to be paid by the City.
Motion and second to approve minutes of the September 14, 2023 meeting were made by Councilmembers Houston and Day respectively, and a roll call vote is listed as follows:

In her report to the Council, Ms. Murunda Brown stated that she currently has on lease the sum of 46 vouchers and hopes to have an additional 10 units leased during the next three months.
City Clerk Gerald Odom presented an overview of the City’s General Fund finances as of July 31, 2023 and pronounced all departments successful in holding down expenses compared to budget. However, General Fund revenues were down a bit, by $34,000, for the first two months of the new fiscal year that began July 1, 2023. Thus, revenues for the first two months amounted to $485,000, against a budget forecast of $519,000. However, departmental expenditures resulted in a total of $548,000 compared to a budget of $550,000 resulting in a favorable variance of $2,000 for the first two months of the new fiscal year.
From the public, Ms. Janet Wall expressed her concern for police protection and urged the hiring of additional police officers.
In his report to the City, Mayor Finlayson stated that the water rehab project was in the process of being bid upon, which should be completed in early October. He also stated that the bid package for the City Park Project, $400,000, did not receive a bid after being placed on national websites used by contractors. He noted that another bid package would be resubmitted with the hope of a better outcome.
There being no further business to discuss, the meeting was adjourned on motion and second by Councilmembers Houston and Day which carried unanimously.
