Regular Council Meeting
City of Tallulah
June 08, 2023
A regular council meeting of the Mayor and City Council was held on Thursday, June 08, 2023 at 5:30 P. M., in the Council Room Chamber of Tallulah City Hall.
Mayor Charles M. Finlayson called the meeting to order, led the Pledge of Allegiance, and asked for a moment of silent prayer.

Mayor Finlayson allowed time for public comments on the agenda and there was none.
Motion and second to table minutes of the May 25th Regular Meeting due to the fact of needed correction and City Clerk Gerald Odom wasn’t present were made by Councilmembers Harris and Day respectively carried unanimously.
Actions regarding approval of Occupational Licenses:
Christopher Armstrong – King Construction – Motion to approve the occupational license was made by Councilman Wells and seconded by Councilman Day and respectively carried unanimously.
James Mason – Good Old Pee’s – Motion to approve the occupational license was made by Councilman Wells and seconded by Councilman Harris and respectively carried unanimously.
Percy Blair – Tabled due to his absence from the meeting.
Robin Bourgeois – RMB – Motion to approve the occupational license was made by Councilman Houston and seconded by Councilman Wells and respectively carried unanimously.
Motion and second to approve a Resolution Accepting the 2022 Louisiana Municipal Water Pollution Prevention Annual Audit were made by Councilmember Houston and Seconded by Councilmember Harris and respectively carried with a roll call as follows:

Motion and second to introduce an Ordinance to Amend the Current Municipal Budget for the City of Tallulah for the Fiscal year Beginning July 01, 2022 and Ending June 30, 2023 were made by Councilmembers Day and Houston and respectively carried with a roll call as follows:

Motion and second to introduce an Ordinance to Adopt the Municipal Budget for the City of Tallulah for the Fiscal year Beginning July 01, 2023 and Ending June 30, 2024 were made by Councilmembers Day and Houston then Councilman Well subsequently motioned that it should be tabled which was seconded by Harris and respectively carried with a roll call as follows:

The subsequent motion failed which Mayor Finlayson went back to the original motion made by Councilmember Day and seconded by Councilmember Houston and respectively carried with a roll call as follows:

Motion and second to approve a Resolution Ordering And Calling A Special Election To Be Held In The City of Tallulah, State Of Louisiana, To Authorize The Continuation, Levy And Collection Of Special Taxes Therein; Making Application To The State Bond Commission And Providing For Other Matters In Connection Therewith were made by Councilmember Day and Seconded by Councilmember Harris and respectively carried with a roll call as follows:

Public Comments:
Councilmember Wells expressed concerns about the increase of the water bills.
Frank Williams questioned, who is the City of Tallulah Code Enforcer and expressed concerns about horses and dogs in his neighborhood and yard.
There being no further business to discuss, motion and second to adjourn the meeting was made by Councilmembers Day and Harris respectively carried.
