The Louisiana Department of Environmental Quality (LDEQ) is seeking qualified projects to be considered for funding through the Clean Water State Revolving Fund (CWSRF) for State Fiscal Year 2026.
CWSRF provides low interest financing to support water quality improvement projects across Louisiana — including wastewater treatment, sewer overflow mitigation, stormwater management, and other eligible clean water initiatives. For the 2026 funding cycle, eleven project types are eligible to receive CWSRF assistance.
“The Clean Water State Revolving Fund remains one of Louisiana’s most effective tools for advancing water quality and supporting critical infrastructure,” said Scott Guilliams, LDEQ Assistant Secretary for the Office of Environmental Assessment. “By offering flexible financing options and potential loan forgiveness, this program helps communities move important projects forward while protecting public health and the environment.”
Funding for successful CWSRF applicants may be made available through a combination of sources, including:
· Annual U.S. Environmental Protection Agency (EPA) base capitalization grants
· State matching funds
· Repayment dollars from prior loans
· Sewer Overflow and Stormwater Grants (OSG)
· Emerging Contaminant Grants
Subsidy assistance, including loan forgiveness, may also be available for eligible applicants. Qualification for subsidy assistance is dependent on the program’s affordability criteria for Disadvantaged Communities and the availability of subsidy dollars. Affordability determinations are based on three factors: median household income, unemployment, and population growth as compared to statewide averages, as outlined in the program’s Intended Use Plan.
Entities interested in seeking CWSRF funding must complete and submit a pre-application no later than March 31, 2026. Pre-applications and instructions are available on LDEQ’s Applications webpage and should be submitted electronically to CleanWaterStateRevolvingFund@la.gov.
LDEQ anticipates that all project reviews, scoring, and evaluations will be completed so that funding commitments can be finalized by the end of May 2026.
